[cups] Help with administration in Raspbian

Hello:

I am new to Linux and am having a problem with the CUPS admin page. I
have installed CUPS on a Raspberri Pi and have been able to access CUPS
via browser, but when I try to access the admin page to install a
printer, I get a frustrating message: "FORBIDDEN". Can anyone give me
an idea of where the problem might be?
