Printing this file with Evince 3.10.3 (on Peppermint six OS, a Linux distribution) generates the following entries in
/var/log/cups/error_log:

D [23/Mar/2017:18:58:47 +0100] Print-Job ipp://localhost:631/printers/peppermint-preview
D [23/Mar/2017:18:58:47 +0100] [Job ???] Auto-typing file...
I [23/Mar/2017:18:58:47 +0100] [Job ???] Request file type is application/pdf.
D [23/Mar/2017:18:58:47 +0100] Print-Job client-error-attributes-or-values-not-supported: Bad job-name value: "job-name": Bad name value "CELEX%3A32009L0141%3AEN%3ATXT.pdf — Commission Directive 2009/141/EC of 23 November 2009 amending Annex I to Directive 2002/32/EC of the European Parliament and of the Council as regards maximum levels for arsenic, theobromine, Datura sp., Ricinus communis L., Croton tiglium L. and Abrus precatorius L.Text with EEA relevance" - bad length 329 (RFC 2911 section 4.1.2).
E [23/Mar/2017:18:58:47 +0100] [Client 22] Returning IPP client-error-attributes-or-values-not-supported for Print-Job (ipp://localhost:631/printers/peppermint-preview) from localhost
D [23/Mar/2017:18:58:47 +0100] [Client 22] Content-Length: 858
~

(printed using cups 1.7.2)

As you see, the title string is far too long with respect to the IPP specification. Try to print it using e.g.
the Gnome document viewer, which works perfectly.
