[cups] get a new copy of a network printers configuration

Thank you for the detailed and helpful response. I very much looks
like choosing the Printer name print does not allow printing to an
IPP printer, even when it can accept PDF.

Incidentally, if cups is stopped, Printer name print and Print to
File should be the only entries in the dialog.
