Only if it is a real PostScript printer
then the PPD file alone is sufficient,

With "normal operating system" I mean operating systems
that provide built-in generic printing functionality.
Fro example I guess some smartphone operating systems
may not provide that but rely on whatever external stuff
like some kind of cloud printing services or things like that.
