The installation goes wrong due to an issue in filter/Makefile:
...
#
# Install programs...
#
install-exec:
$(INSTALL_DIR) -m 755 $(SERVERBIN)/filter
for file in $(FILTERS); do \
$(INSTALL_BIN) $$file $(SERVERBIN)/filter; \
done
$(RM) $(SERVERBIN)/filter/rastertodymo
$(LN) rastertolabel $(SERVERBIN)/filter/rastertodymo
if test "x$(SYMROOT)" != "x"; then \
$(INSTALL_DIR) $(SYMROOT); \
for file in $(FILTERS); do \
cp $$file $(SYMROOT); \
dsymutil $(SYMROOT)/$$file; \
done \
fi
...
$ sudo gmake install
...

gmake[1]: *** [install-exec] Error 2
gmake: *** [install-exec] Error 1
'FILTERS' is not defined in the Makefile, replacing it by 'TARGETS'
makes it working.
