[cups] cups-2.3b3: bug in filter/Makefile

The installation goes wrong due to an issue in filter/Makefile:

                $(INSTALL_DIR) $(SYMROOT); \
                for file in $(FILTERS); do \
                        cp $$file $(SYMROOT); \
                        dsymutil $(SYMROOT)/$$file; \
                done \
        fi
...


$ sudo gmake install
...
Installing programs in cups...
Installing programs in test...
Installing ipptool in /usr/local/cups-2.3b3/bin...
Installing programs in filter...
/bin/sh: syntax error at line 1: `;' unexpected
gmake[1]: *** [install-exec] Error 2
gmake: *** [install-exec] Error 1


'FILTERS' is not defined in the Makefile, replacing it by 'TARGETS'
makes it working.
