It seems that process-exec from /opt/local/bin is denied by the SIP (System IntegrityProtection).
From my experience, /usr/local/bin is not protected, and the precompiled Ghostscript provided by the TexLive package
gets installed in /usr/local/bin and is known to work under Catalina.
