[cups] Cups shared printers not showing in Windows 10 or 11

cups-2.4.7-1.fc38.x86_64
cups-lpd-2.4.7-1.fc38.x86_64

My old printer broke, so I had to replace it.

I removed the old printer from cups and added the
new printer.  I set the new printer to network
share (and indeed does share over LPD).

/etc/printcap:

"Cups-PDF" shows in the Windows 10 "add printer" dialog,
but my new HLL2300D does not.

I have cups-lpd installed, so I just did a manual create
an lpr port on Windows 10 and my new printer works fine
from Windows 10. If it means anything, all my Samba
shared do show.

But, why can Windows 10's "Add Printer" dialog not find it?
