The Debian 12 (Bookworm) based Raspberry Pi OS release date was October 10th, 2023, it is definitely on that page now if it wasn't there for you before.

I forgot to mention the OpenPrinting CUPS Snap could have been an option for installing the latest (or near latest) version of CUPS on Raspberry Pi OS , see instructions on:
