[cups.bugs] [MOD] STR #2519: 1.3.1 web UI has almost no translations

1.3.1 seems to have greatly simplified the i18n, i. e. it does not ship all
the templates/<language/*.tmpl any more. Does it attempt to use gettext at
runtime now? There seems to be a bug at least for German (de_DE.UTF-8
here), most of the strings are in English. The only exception   are the
page titles of "Administration", "Classes", and a few other pages, which
are translated to German.

Compared to 1.3.0, 1.3.1 changed the web UI radically (no more gif
buttons, different layout and colors, etc.). That might not be appropriate
for a stable microrelease, but that's your call of course, and I do not
mind much.
