Ooh, I know what's wrong now:

The file downloaded by this actually seems to be a 1.4 snapshot. At least
there is a CHANGES-1.3.txt and CHANGES.txt talks about "CHANGES IN CUPS
V1.4b1".

So this bug report about broken translations applies to 1.4beta.

Can you please fix the download links so that we can actually get 1.3.1?
