Setting global defaults on the server?

I have about >100 print queue and several hundered clients, some of
which are browse poll servers that host their own queues and relay the
main servers queues to more clients.

I want to set certain toplevel defaults on the primary server such as
margins.  I've been utterly unsuccessful in my attempts to set 18pt
margins for any queue on the server.

lpoptions or editing /etc/cups/lpoptions only affect the local
machine.  How does one set this for all clients from the server?
