Probably because he hasn't bothered to file it with us; patches sent
to Linux distributors don't automatically get included in the CUPS
core - we aren't notified and most of the time the patches are not
forwarded to us...

In any case, the patch won't be necessary in CUPS 1.2, which will
provide the ability to define access control based upon the IPP
operation instead...
