[cups.general] remote host did not accept control file (1)

I have cups client who is giving a "Remote host did not accept control
file (1)" error when printing from lpd/lpr.

If I use ipp or anything else, the print job will go through just not
when using lpd/lpr.

Any ideas.
This is  some of the lpr.log:

Also what does the (1) mean at the end error message? An error code?
