That sounds as "the user" uses rebooting to kill off whatever he thinks
went wrong
(a Win based misbehaviour, I think).
If you really want to kill all pending print jobs at CUPS startup,
insert
statements to purge CUPS's spool directory (and its temp directory as
well)
into the /etc/init.d/cups script.
