The fact that Perl falls back to "C" usually does no harm, perhaps
except
when printing text files via the texttops filter.

You probably need to set the desired locale in /etc/init.d/cups (the
startup
script; it may reside in /etc/init.d/rc.d, depending on the
distirbution).
