Setting locale failed (?)

OK. I thought I had traced the error back to the locale setting because it's the first error that appears in the log and I don't know what else I configured differently from my previous system where I had no trouble printing. (previous was suse. now gentoo)
the main error is this:

some googling suggests this has something to do with -dPARANOIDSAFER but I have no idea what this really means, nor where to change it if it really is causing the problem.

any help is much appreciated. I don't have much experience fiddling with cups. up to now it always just worked somehow :)
