[cups.general] cups hanging when initializing backend

And now again. By the way - when shutting down the PC after this kind of
failed cups initialization I always see a message that the umount of /
failed (device busy) and that my kernel hopes that it is nevertheless safe
to shut down now...

What is wrong?
