OK, first, change "User" to "lp":
User lp
Then, verify that the "lpadmin" group exists in /etc/group:
grep lpadmin: /etc/group
Finally, check the permissions of /var/spool/cups and
/var/spool/cups/tmp after you restart cupsd. Make sure that all
of the "d" files have the correct permissions (owned by root,
group lpadmin, rw-r-----)
