[cups.general] Help - cannot manage printers

Oh? And you yourself did of course nothing to change anything in
CUPS or in its environment or OS platform? No update? No "apt-get
dist-upgrade"? No installation of a new version of PAM? No nothing?

And what's in the error_log file, with LogLevel debug(2)?

And what's in the cupsd.conf? (no comments please, if you paste it)

And what OS or Linux distro??

You know, there is f.e. Ubuntu, whose packagers decided they know
better how to make a secure CUPS than the original developers do;
therefor they patched the CUPS sources to hardwire an irreversible,
unconfigurable "RunAsUser Yes; and the UserName is cupsys" into it
which seems to break various things...
