Unable to backup/save printers.conf - Permission denied

Hello,

I've added a printer to CUPS v1.1.23 with both KDE Print (KDE v3.4.0-6 Red Hat) and the CUPS web interface.

Both work fine, until I restart the computer (or CUPS) when the printer will disappear.

This has been the case since Fedora Core 4 was first installed.

According to the log file, when a printer is added:

New printer 'hp' added by 'root'.
Unable to backup printers.conf - Permission denied
Unable to save printers.conf - Permission denied
Unable to restore printers.conf - No such file or directory

Current cupsd.conf:

LogFilePerm 0600
MaxLogSize 2000000000
LogLevel info
Printcap /etc/printcap
<Location />
Order Deny,Allow
Deny From All
Allow From 127.0.0.1
</Location>
<Location /admin>
AuthType Basic
AuthClass System
