I've not seen this behavior myself on 10.3.x; there *is* an
authentication bug on 10.3.x that causes problems for the web
interface, but that does not interfere with normal printing.

I've not had any experience with Workgroup Manager, but I'd guess
that the problem lies there and not in CUPS, per se.
