AuthType None does not seem to be working

Hi,

"AuthType None" setting gives administrative access without a password (I can add a printer ), but it does not allow to cancel other user's job. Is this a bug?..fixed?

The specific requirement is that I want to allow all users to cancel other user's jobs(This is a practical scenario, and we are stuck up with this). How can this be achieved?
