[cups.general] Chinese users, use UTF-8, or at least GB18030

Forget the stupid GB2312, any serial technician nowadays hate this
standard established back 20 years ago with only 1/10 Chinese ideographs
available nowadays! I hate it so much because with the old GB2312 you
cannot even print my name! Spamers won't care about it because no spamer
is serious.

GB18030 is updated and compatible standard extending GB2312. UTF-8 is
even better, if you don't have to use any GB-xxx standard, adjust your
email client for UTF-8, otherwise stay with GB18030.

I hate it too when someone mail me an email in GB2312, that means, if I
reply him with same charset, one ideograph of my name will become "?" on
his screen.
