If I understand your question correctly...

The only difference between a server and a client is the  
configuration of cupsd; if you are on the same machine, cupsd will be  
both a client for local print jobs and a server for printers.  It's  
only on other machines that you would need to configure and run cupsd  
as a client (or, alternately, configure lpd as a client to forward  
jobs to the CUPS server, or use LPRng and configure it to send jobs  
directly without using a local lpd --- we do the latter since I like  
the idea that clients don't run any special services to print).
