CUPS hangs while adding new printer

I've been having a lot of trouble adding new printers.
I use the web interface and get as far as
Add Printer -> Model / Driver for printername
I select the correct PPD file from the list and that's it. I never get a response from the server.
The debug log shows lines like these over and over:

If I try it enough times, it eventually works, but simple steps like shutting down and restarting CUPS don't seem to help.
