What exactly do you mean by "a central (clustered) CUPS server" ??
What type of cluster?

What you describe should be possible with the standard CUPS 1.2
functionality provided by the "Policy" keyword in cupsd.conf.

All you have to do is define the exact policies you want to use for
different users/groups and give them the policy names you like.

Huh?

Why do you think the web interface does not give access to all sorts
of IPP operations? It is not for IPP *printing* only. It is for nearly
all operations defined by IPP regarding a printer and jobs. Look at
this list:

And certainly all the administrative functions you can conduct via the
web interface are covered by $whatever_policy_you_defined_and_applied.
