Pause impression

Hello!
How i configure the cups to enable 'pause impression'?
I work in a city hall, and here, the employees need pause the impression, because have only one printer to department.
The impressions are functioning, but when i pause the impression on desktops (windows), i recieve the message: 'Acess Denied'.
My printes.conf:
