[cups.general] Can't change printer setup

I have a printer installed with CUPS on my FreeBSD system, and
everything is working fine EXCEPT...I can no longer make changes to the
printer configuration via localhost:631.  The Administration page
refuses to accept my password, either as root or as user.  Probably some
permissions thing, but I can't figure out how to fix it.  Any help is
appreciated.
