Set retries for "backend failed"?

Is there a way to set the number of times cups retries when a backend connection to a printer fails?  I'm coming across far to many printers where the backend fails, and then the queue is down.

For my case its a big problem, since I've got several hundred users across at least a hundred printers in five locations.

I'd like to just set something like this in the cupsd.conf, but I haven't found anything like that so far.
