Cups not there. No menu options no printer

Help. I have completely lost all cups function. It was working a few days ago till the (ubuntu intrepid) file system disk filled up after I corrected this my printer had dissapeared along with any access to cups.
Trying to restart causes a fail message like this:

cupsd: Child exited on signal 15!
cups: unable to restart scheduler.

I have tried to remove and reinstall via synaptis and also tried installing the latest build. nothing appears to work.

Help I have no idea what to do.
