/var/spool is a standard OS directory, required by the LSB ad FHS on
Linux, both of which are supported by Debian.

Installing PREFIX/var/spool/cups should not override the permissions
of all the directories leading up to it - if the "install" program
supplied with Debian is doing so, you need to file a bug with the
Debian folks.
