The Foomatic driver is really a ProPrinter II driver, and doesn't even come close to working for the 6400's ProPrinter III emulation.
As far as switching emulation modes, that requires dip-switch settings (!!! ancient !!!) which would mean all other systems printing to this printer would have to be changed as well...and that just won't happen.

It's a shame, but it looks like you just can't use CUPS with an IBM 6400.
