[cups.general] Best practice for setting "ErrorPolicy retry-job" on all defined print queues?

LPRng had a special reserved queue name "all" to address all queues
which were in /etc/printcap (i.e. all locally-defined queues).
This special name could be used in LPRng's command line tools
to address all queues.
Of course this forbids to have a single queue named "all".

Do you think it would make sense to have also in a future
CUPS version support for such a special queue name?

Or is this too much effort or results overcomplicated code
or leads to obscure results in a mixed environment with local queues,
browsing queues, "hard-wired" raw IPP queues, and bonjour queues
or is this even impossible because it violates whatever specification?
