So, there *is* a pending feature request for something like this (for  
lpoptions, anyways), however we have thus far *not* implemented it  
because of the complexities involved - define an option for "all" (or  
more likely "#all" so it can't conflict with any regular print queue)  
and then any other queue that has that option defined with the same  
value would start inheriting the option instead of defining it on its  
own.  CUPS STR #2082:

We will never support an "all" queue for administration purposes since  
every queue can have its own operation policy (and thus the "all"  
queue could be used to bypass security mechanisms...)
