[cups.bugs] [MOD] STR #3061: testppd not checking for illegal characters

Copying and pasting in XP from Powerpoint to Notepad can create PPD lines
containing the " character encoded as <94> instead of <22>.
Both look the same in Notepad...

testppd ignores this.

Would it be possible to put out a WARN?
