[cups.general] Does Cups 1.4.3 Require Javascript

While CUPS 1.4 (and CUPS 1.3, for that matter) use a little bit of Javascript to provide enhanced functionality (mainly for showing/hiding custom option value fields), they are perfectly usable without it...
