Problem would occur the same way for CUPS Raster drivers, as

cat test-pstops.ps | gs  -dQUIET -dPARANOIDSAFER -dNOPAUSE -dBATCH
-dNOMEDIAATTRS -sDEVICE=cups -sstdout=%stderr -sOUTPUTFILE=%stdout -c -f
-_  >out.raster

gives also an empty file.
