+state not used by cups

OS : Fedora 10 Cups version 1.3.9
I have a function that convert pjl code to ipp state reason code when i write
to stderr using fprintf
fprintf(stderr, "STATE: +cover open\n");  ---> nothing append!!!!
when i write to stderr using fprintf
fprintf(stderr, "ERROR: +cover open\n"); --> the message has been appending to the description string

What am i doing wrong ? is there a bug in 1.3.9 ? if i have a error like cover open, paper jam, empty tray must i use the ERROR msg or the STATE msg ?
