Well, yes, there is:
Edit all your *.convs files in /etc/cups (and, if existing, in 
/usr/share/cups/mime) and delete or comment out all lines beginning with 
application/pdf
and restart CUPS.
Then, if you try to print a PDF, cups will complain with "unsupported 
format: application/pdf" (or similar).
But I don't think that is a real solution, especially as some application 
like LibreOffice by no means can forced to print PostScript.
