When using cupsGetPPD3() with buffer=="", and the status code is
HTTP_NOT_MODIFIED, why is a new temporary file returned?

When the server is local it is a symlink to the actual PPD file.  For a
remote server it is just an empty file.

Perhaps it would be useful to update the documentation to clarify that the
returned filename should be unlinked by the caller even when
HTTP_NOT_MODIFIED is returned.
