Yes, for recent versions of CUPS (1.4.x and later) you can just do:

    lpadmin -p printer -o printer-op-policy=authenticated

or change the Operation Policy setting in the web interface.

For CUPS 1.3.x you'll need to add an authenticated printer policy; see:
