[cups] Windows bypasses cups drivers

When you use a printer specific driver, that driver produces the
final printer specific data that is then forwared "as is" to
the printer device.

Reason:
In general it cannot work when final printer specific data
should be processed by another subsequent driver.
In short: Only one single driver for a printer works.
