[cups] Unhelpful error message from lpadmin

Hello,

When lpadmin encounters some kinds of errors in a PPD file, it emits 
this rather unhelpful error message:

lpadmin: Unable to open PPD 
â/tmp/campus_queues/pcglobal.ppdâ/tmp/campus_queues/pcglobal.ppdâ

and then hangs until terminated with <ctrl>c.

A great way to reproduce the error is to add an extra double quote 
somewhere:

*PSVersion: "(3010)""
