[cups] Unable to add printers from CUPS 2.2.7 web interface

I need to apologize to everyone.  I thought I had installed CUPS 2.2.13
but apparently I'm still at version 2.2.7.  I hope I haven't distracted
anyone unduly.  I have changed the Subject: line appropriately.
