[cups.general] BrowsePoll feature regression?

Neither, you just aren't using BrowsePoll in the right place. Remote  
printers are not shared, and CUPS is just enforcing the access  
controls (where previously it did not, which was a bug).

You can set the DefaultShared directive in cupsd.conf on Server A to  
make remote printers sharable; note that this also will make local  
printers sharable by default as well:

     cupsctl DefaultShared=Yes
