[cups] Documentation about CUPS usb quirks usage?

Hello,

an addendum (I hit "send" too early):

org.cups.usb-quirks mentiones
----------------------------------------------------------
#   usb-init      Needs vendor USB initialization string.
----------------------------------------------------------

But at least in the CUPS 2.0.3 sources there is nothing
implemented in backend/usb-libusb.c what to do
in case of USB_QUIRK_USB_INIT.
